National Road No.5 Improvement Projects (Batambang – Sri Sophorn Section)

INVITATION FOR BIDS

    1. The Royal Government of Cambodia has received a loan from Japan International Cooperation Agency (JICA) towards the cost of National Road No.5 Improvement Project (Battambang – Sri Sophorn Section).  It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Contact Package 2: Widening of Battambang – Sri Sophorn Section: Sta 46+270 to Sta 75+400 and Construction of Sri Sophorn Bypass: Sta 75+400 to Sta 84+740.
    2. The Ministry of Public Works and Transport now invites sealed Bids from eligible Bidders for the construction and completion of Contract Package 2: Widening of Battambang – Sri Sophorn Section: Sta 46+270 to Sta 75+400 and Construction of Sri Sophorn Bypass: Sta 75+400 to Sta 84+740 (“the Works”).
    3. The project is located in the provinces of Battambang and Banteay Meanchey and comprises the Improvement of National Road No.5 – Battambang to Sri Sophom Section, 29.13 kms in length and Construction of Sri Sophorn Bypass, 9.34 kms in length.
    4. The major components of the Works comprise :

      Road Improvement

      1. Road improvement from 2 lane to 4 lane with AC surfacing and AC shoulder each side.
      2. Four new bridges, two widening bridges and extensions to existing and new box culverts.
      3. Drainage, Slope Protection, Guardrails and Signs etc.

      Sri Sophorn Bypass

      1. Construction of a 4 lane road with AC surfacing and AC shoulder each side.
      2. One new bridge and RC box culverts.
      3. Drainage, Slope Protection, Guardrails and Signs etc.
    5. The construction period of the project is thirty five (35) months.
    6. Bidding will be conducted through procedures in accordance with the applicable Guidelines for procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement.
    7. The Bidder must meet the following minimum requirements:
      1. Average Annual Construction Turnover for the last five (5) years of at least US$50.0 Million.
      2. A minimum number of one (1) similar contracts that have been satisfactorily and substantially completed as a prime contractor (single entity or JV member) between 01 January 2011 and Bid submission deadline.
      3. For the above or other contracts completed and under implementation as prime contractor (single entity or JV member), management contractor or subcontractor between 01 January 2011 and Bid submission deadline, a minimum construction experience in the following key activities successfully completed.

        Embankment fill – 950,000 cum
        Crushed Aggregate base – 130,000 cum
        Asphalt Concrete Surfacing – 78,000 tonnes

      4. A minimum number of three (3) construction contracts, including at least one (1) contract of transport project, physically completed under implementation as a prime contractor (single entity or JV member) by the Japanese ODA in ASEAN countries between 01 January 2011 and Bid submission deadline.
    8. Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of:

    1. A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of USD 500 by cash or certified cheque.
    2. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Standard Bidding Documents under Japanese ODA Loans for the Procurement of Works.
    3. Bids must be delivered to the address above on or before 14:30 local Cambodia time on 3 June 2016 and must be accompanied by a security of USD 1.3 Million.
    4. Bids will be opened in the presence of Bidders’ representatives who choose to attend at 14:30 local Cambodia time on 3 June 2016 at the offices of Ministry of Public Works and Transport, Norodom Boulevard/Street 106, Phnom Penh, Cambodia.
